Has UsingEnglish disabled the function of deletion?

I intend to delete a thread of mine here. I don't find the function of deletion in the edit as it had. Has UsingEnglish disabled the function of deletion for forum members?

Yes- we had some complaints where people were deleting threads that contained a lot of discussion. If you send me a message, I will delete the thread.

Particularly, from the thread above, I repeat my suggestions:

I think maybe it is not necessary to tacitly turn the deleting threads ability off for all users.
Some rules could be established. For instance it could be possible to delete a thread that:
i) has been viewed less than X times
ii) has no subscribers or has less than X subscribers
iii) is not more than X hours/days old
iv) has never been replied
v) has only one poster (the thread starter himself)
Or any combination of the above. Naturally this would be completely transparent for the users.

I am sure they are not difficult to implement based on the already existing tables of the UsingEnglish database.
