should be with 'the' because 'Ukraine' is one of the exceptions as far as 'the' article is concerned

The use of 'the' is completely wrong since it implies that Ukraine is a territorial part of a larger state, like Russia.

Not really, Joe. It just carried over from when it was not an independent nation.

I was born in "the Ukraine" so I know it's referred to as "the Ukraine".
