    So MPP encourages Big Pharmas NOT to help generic manufacturers? I think I might have misunderstood the meaning of "at steep discounts" - does it mean "at steep discounts (of qualities)"? I thought it rferred to "at steep discounts (of prices)". Now I am not sure after reading your replies).
