(a) I feel that most Americans feel that the "extra" s is unnecessary and even "weird-looking." (b) Personally, I write James's, but my reading shows me that I am in the distinct minority of Americans who do so. In fact, probably some (many? most?) Americans do NOT even pronounce James' as Jameses.
