Its heavy natty jacket was worn and frayed, and it dragged on
the ground, concealing most of the creature.

What is the meaning of "heavy natty"? Is it like very natty?

sand-sniper—a little one, at that. Even it was bad
news.”

what is the meaning of "even it was bad news" here?

I don't think that heavy natty would mean very natty. I think it is just a heavy jacket that is also natty.

"even it was bad news" means even though the sand-sniper was small, it was still quite dangerous, as evidenced by Eva's injury. You could rewrite the phrase as "even a small one was still bad news"
