Is this as "when" or "while" or what else? As is one of the hardest words to interpret 'cause it's really multiple and confusing.

ex)The goal of medicine as it is currently practiced is to develop procedures and drugs that work equally well on all patients, regardless of gender,age, or genetics......

"in the manner that", "the way that"

Yes, this is a 'like'-type 'as'.
"The goal of medicine as it is currently practiced ..."
"The goal of medicine like it is currently practiced ..." (Don't copy this wrong usage - I include this sentence merely for your understanding of the type of 'as' it is.)
"Medicine is currently practiced like this. Its goal is ..."
