I am not sure if my sentence sounds natural. Would you please correct my mistakes?

Before the visit of the president, the city council had moved away all beggars, for the sake of decorum.

I'd use something like had moved all beggars out of the area/had evicted all beggars. I also think that this may be more for the sake of appearances than decorum.
