I want to know what " symbol means (related to size)?
For example 19" by 23"?
I'll appreciate your help.

Inches. 5'6" means five feet, six inches. It's usually pronounced "five-foot six".

I know you didn't ask this, parsely, but you and other students may like to know that " also means 'seconds', a 60th part of a minute, which is a 60th part of a degree (in measuring angles).

'Five foot six (inches)' is is correct and natural in speech and writing in BrE. So is 'five feet six (inches)'. Neither is pronounced as the other.

I'm not sure I follow what you're saying. GoesStation's comment was that the measurement of 5'6" is often pronounced 'five foot six'.

You will also hear it without any units at all, as in 'five six'.
