it doesn't suit

I do not understand this sentence. I think it is this "doesn't suit us" that confuses me.

Context: They are asking a man to stop doing things against the law. And he says this:

"Moral rules must be obeyed when it doesn't suit us. Otherwise, why would we need rules?"

Can you help me?

"Moral rules must be obeyed when it doesn't suit us. Otherwise, why would we need rules?"

This sentence confuses me, does it actually mean:

"Moral rules must be obeyed even though it doesn't suit us". or

"Moral rules must still be obeyed when it doesn't suit us".

Your original sntence means little. It would make more sense with 'even' before 'when'.
