Could is used for a polite request whereas will is used for willingness, right?

Could you please give me a cup of tea?
Will you give me a cup of tea?

Yes, you can use "could" for a polite request. As for the other one, it's possible. (It doesn't seem very likely, but it's certainly possible.)

"Will" does not express willingness to me. The second version of the request feels less polite and more demanding to my AmE perception. There could be regional differences though.

Depending on the context it could be a request, but it is less polite.
