2. This is a complicated issue - is grammatically sound and means that the issue is ... well, complicated.

3. This is a complicating issue - is grammatically sound and means that the issue (simple as it might be) has a potential to complicate things.

To be "spun out" means to be confused, intesely preoccupied with something to the point of not being able to think clearly or focus on other important things and therefore looking lost and ... silly.
