Why haven't you gone to school?

Why didn't you go to school?

Are these OK? If Ok, under what circumstances we can use 1st one and not 2nd one?

Neither is OK. You don't need "the" before school in either one and you've omitted "to" after "go" in the second. Please post the sentences again, correcting those errors.

In that case, say 'Why didn't you go...?'

If you are asking him/her during school hours, say 'Why haven't you gone...?
