It would be understandable but, in BrE, you're more likely to hear "Please bring the delivery date forward".

I want to apply that statement to any situations such as an appointment at hospitable, meeting someone etc. What is supposed to say/write?

I'm not sure what you mean. If you contact a hospital and want to ask them to bring the date of your appointment forward, you would say exactly that. The same goes for a meeting.

I have an appointment to see Dr XXXX on Thursday 4th April. I wonder if that appointment could be brought forward?
I am due to meet the Managing Director of ABC Ltd on May 25th. Would it be possible to bring the meeting forward to May 15th?

We would say we want to "move the appointment up" to change it to an earlier date.
