I saw sentences starting with "Forgive me for saying so"

What is the meaning of "Forgive me for saying so"? When to use it?

Someone is asking the pardon of the person addressed for something s/he is about to say that may be considered tactless or impolite. It's a polite formula to excuse bluntness.
