Canadian's two sentences sum up perfectly my feelings about this matter.
"Also" in his first sentence = "in addition."
"Also" in his second sentence = "I, too" (or "me, too").

Most books simply say that "also" comes
after the verb "to be." Perhaps they do not want to confuse learners, so those books often do not add that "also" can come
before "to be" for EMPHASIS (as Canadian's second sentence brings out so well):
Mona: I am a graduate of Oxford University.
Tony: Wow! What a coincidence! I
also am a graduate of Oxford!
