I wonder if there have been a board of honour in England or some other country except Russia. In the Soviet Union there was a board with the photos of the best workers of the company... How would you call it? Is " board of honour" ok?

Roll of honour is common in the UK.

Is it the same as Board of honour? I mean, can we see the photos of the best staff?

It could be, but it could also be a printed list or spoken, for example, so it's not as formalised.

Is there anything like that( I mean board of honour) in English schools for the best students? A friend of mine said that it's called "Wall of Fame" Is it true?

Not in the UK, I think, perhaps in the USA.

At my secondary school, there was a small noticeboard outside the headmistress' office with a sign above it saying "Last Year's Highest Achievers" and a photo of the 5 students who got the best marks in their final exams at the end of their last academic year at the school.

At my high school in the US it was called the Honor Roll; it was just a list of students without photos.
