in the above the author wrote "are to be found" and "are created".


what is the difference of the meaning between " are to be found" and " are found"?

"New job opportunities are created" is a passive sentence as you probably know. And "are found" is used in passive sentences as well.

"are to be found" = "are to" + "be found"
Here "are to" has got a specific meaning: "it is supposed that", "it is expected that".
So "where most jobs are to be found" = "where it is expected/supposed that most jobs are found"
