What is the meaning of "bone-jangling"?

"Bone-jangling" is an adjective. It is describing the extremely rough ride the cyclists will experience over the cobblestone path. It will feel as if someone is literally shaking your skeleton.

I thought it is a noun because it's followed by 3.7Km! So now I can't get what this "3.7" is for? If the race is 253 and it has 27 sections, what is the "longest" 3.7 km?

There are various sections that are cobble-stoned. The longest section of cobblestones is 3.7 km.

No, it's not a noun - "3.7 kilometers" is the noun that "bone-jangling" is modifying. The "3.7 kilometers" refers back to a particular section of the race track. Several sections are made of cobblestone rather than solid pavement, but one particularly long section of rough (cobblestone) road is 3.7 kilometers long.
