Can anyone help me with the highlighted part of the following sentence?

...the hem of his trousers flapping slightly like a flag in a light breeze on an eighteen hole.

A golf course which has eighteen holes (as opposed to nine, 27, or 36).

A golf course has increasing difficulty with every hole. In an eighteen hole course, usually the eighteenth hole is on a mountain and the flag there flutters both ways even in a light breeze. Here it means the trousers were making a light noise......

I'd say 'eighteenth hole'.

This may be true for the golf courses you have near you, but it's certainly not a universal truth. The holes do not get increasingly difficult, and the 18th hole will end up right back at the clubhouse. There are many courses with no mountains anywhere nearby.
