"I believe the provisions in the draft are quite reasonable.'' (draft =in the draft contract).

You would not use preposion "on" in this context. A hocky player might be on the draft not provisions on the draft. Am I right?

"...the provisions in the draft contract" is correct. I don't know anything about hockey or how it might be associated with "draft".
