Alexander Medvedev suggested that a gas troika of Iran, Qatar, and Russia consider joint “projects that could be implemented by the three countries in gas production and transportation”

I just can't understand what this expression "consider joint" means?
Is it corret?
Woul you please help me with this phrase?

"consider joint projects" means "think about joint projects".

But if the verb "consider" refers to "trika" why it hasn't come in the form of singular third person "considers".
I'm so confuused:(

No, it doesn't. You can remove the inverted commas without changing the meaning. The writer used them to show that he was quoting the actual words used by Medvedev. It would have aided your understanding if he had opened the quote after 'consider'.

Note that you can use the Edit Post feature instead of starting a new one, and that a better title would have been 'consider joint', as those were the words you were asking about.

'Thread titles should include all or part of the word/phrase being discussed.'
