Does "tiny encouragements to grow into a tumor" mean "tiny encouragements happens for years and later,as a result, cells grow into a tumor" or "tiny encouragement of growing into a tumor happens for years"? I mean, is it a result clause or a defining clause?

ex)...Cancer is not an overnight phenomenon like an infection; it is a long, slow process that happens over twenty or forty years, as cells are bombarded by free radicals, causing initial mutations in genetic DNA, followed by years of tiny encouragements to grow into a tumor and then to spread to other tissues in the body. A cancer discovered today is the result of free radical catastrophes that began occurring several decades ago and are still piling up.

Tiny encouragements take place. This helps the cells become the tumor.

Note you have "happens," a singular form of the verb but a plural noun.
