When can I use this sentence? I mean, is this for special days like new year or we can use it in other occasions?

'May Good Fortune Always Shine Upon You! Good Luck!'
That's not a natural message in English. And it's certainly not a massage.
English wishes like this usually start with "I/We wish you good luck" or simply "Good Luck", not "May ..."
In fact most of the wishes starting with "May ..." seem to be either very formal or humourous (mock formal). I'd consider abandoning this structure for English.
