1. One percent of 100 people is/are attending the meeting.

2. One percent of 1000 people is /are attending the meeting.



What are the answers?

(I think 'is' and 'are' are)

Why do you think that there is a difference between the two sentences? The number of attendees and the percentage attending are not important.

Whichever you decide, these are unnatural utterances.

As Gilnetter said, a percentage is a percentage; and as 5jj said, both sentences are unnatural.

If your focus is people=> 'are', if your focus is percentage=> 'is'. But as has been said many times the question is academic. You're bound to meet someone who's convinced you're wrong whatever you do. So it's fortunate that nobody ever has to say this.
