Is it correct to state that an adjective describes a noun and an adverb says something about a verb ? Or is this too simplistic ?

verb, an
adjective, another
adverb, and also a phrase, or a clause.
He drove slowly. (modifies verb ‘drove’)
He drove a very fast car (
very modifies adjective ‘fast’)
He drive quite slowly down the road. (
quite modifies adverb ‘slowly)
