Can someone tell me that "whom to you call or who to you call" between them which one is correct?

This is correct, but you will hear "Who did you call?" from most normal native speakers.

I've said it before and I'll say it again: you can go your entire life without ever saying "whom." Know it exists, so you understand it if you see it. But don't waste time learning a difficult language like English on technicalities that the vast majority of natives have abandoned.
