Dear teachers,

Would you be kind enough to tell me whether I am right with my interpretation of the expressions in bold in the following sentences?

Then there are those who work in manufacturing, in police forces or hospitals who suffer because they are constantly functioning below par .

Bob was fired because his work has been below par for several months now.

below par = not up to the average, normal, or desired standard

I don't know how we're going to do it, even if we work flat out every day.

He saw two men running flat-out from the wild rhinoceros.

flat out = at top speed; as fast as possible

He told the true story flat out.

The student told his teacher flat-out that he was not listening to her.

flat out = in a direct manner, without hiding anything, plainly, openly, bluntly

If she'd stung him before then he got his revenge now, and in spades.

in spades = considerably, in the extreme; also, without restraint

According to investigators, the mayor, his deputy and a security guard mayor extorted the director of building company bribe in the form of a three-room apartments in the new house cost more than 2 million rubles for issuing permits for entry into service of this house and shop, built by the organization.

The criminals extorted money from the shopkeepers by threatening them with violence.

extort (money) = took away (money); rob; extract (by force and threats)

He extorted a promise from her.

extort = wrest, wring, force out

carry out = to put into practice or effect; accomplish; realize

high-ranking = at an elevated level in importance

I think that long complex sentence describes the purpose extracting bribe which is for issuing permits that is required for getting access to service arrangements of this house (complex) and shop, built by the organization.
