Vacated/ vacancy - PET reading part 1

Hallo everybody,
can you please help me select the correct answer for the following?
You have to select the sentence meaning the same as the given text
The first text reads
"These seats must be vacated for Seniors and Disabled Persons"
The alternatives are:
1) Seating only for the elderly and handicapped
2) Please give up this seat if you see and handicapped person standing

My choice would be number 2), but I'm not sure about it.

The second text:
"Sorry NO VACANCY"
1) We apologize, but no jobs are available at this time
2) We apologize for the inconvenience, but no rooms are available

I cannot understand if the sign refers to jobs or to rooms.

The signs say something like "priority seating for elderly and handicapped" here.

I understand that the second text is difficult to interpret without more context, but unfortunately there is no more context. It is one of the questions in a practice test for PET and you are just shown the sign. I was wondering if the clue might be in the other part of the sentences, i.e. in the "We apologize" part. I mean that number 1) might be the answer as number 2) adds "for the inconvenience" which is maybe not so appropriate for the situation. What do you think?

Rover and Soothing Dave weren't posting links. When they said "Here" they simply meant "where I live, this is what the signs say".

I would expect "We apologise ..." to suggest that there are no rooms. It would be unlikely for a company to apologise that it doesn't have any job vacancies, although that scenario is not impossible.

now that you've pointed out that I also believe answer number 2) is the most appropriate.
