If required by the purchaser’s specification, the manufacturer shall state the limiting value of sheath cyclic strain for 40-year life (%) (reference Appendix I, Item 12 f), to verify that cyclic fatigue testing has been performed for the specific cable construction, and that it is adequate for the intended application.
e with 1.7 and 2.3.2.

There is a percentage % in this sentence. Is it qualifying life or limiting value or something else?

It's not very clear, but I would say it is the limiting value of sheath cyclic strain for 40-year life.

Maybe it would help to look at Appendix I, Item 12 f.
