Which one is correct

1.Tom do not have a car
2.Tom does not have a car
3.Tom does not has a car
4.Tom haven't a car.

The correct one is "Tom does not have a car" or you may use "Tom has not a car"

Not a teacher and native language is Thai

As for the question, my teacher used to teach me that "has not" can be used instead of "does not". Is the sentence "Tom has not a car" grammatical?

Yes, it's grammatical, but as Rover_KE said it's not a natural-sounding sentence.
"Tom hasn't a car" is better but not very commonly used in modern English.
