I would say that it should be a ten-bed facility. Hospitals frequently have a shortage of beds and cannot treat all the patients that they need to, so they sometimes open temporary wards with a few beds. I think that is what is meant by a "ten-bed facility" - it is an extra facility containing ten beds for patients and, in this case, is a temporary measure.

The first few words of the quote are incorrect. It should say "A spokesperson for the hospital......."
