There is not necessarily a difference.
For example, in Australia we have two states that have contrasting names - South Australia and Western (not West) Australia.
So they can be used in the same way.
But if a place is actually called a name with a direction in, eg. South Africa or South Korea, you can use 'southern Africa', 'southern Korea' to refer to a general area rather than a formal State.
