Is the synthesis of the following sentence correct or incorrect?

The workers were repairing the bridge when it had collapsed in the storm.

My answer: The bridge ("The bridge" is fixed at the start of the answer) was being repaired by the workers when it had collapsed in the storm.

- If my answer is incorrect, what is the correct answer?
- "was being repaired" is what form of tense? (past perfect tense comprises 'had' + 'past participle'; so when it's a "be" + past participle, what is the correct term for this tense?

It's called the "past progressive/continuous passive".

It should be "... when it collapsed ...".
Or "... after it (had) collapsed ..."
(They don't mean the same thing.)

If I rephrase the question to: Workers were repairing the bridge that had collapsed in the storm.

Do I answer with: The bridge (I cannot change the position of "the bridge") that had collapsed in the storm was being repaired by the workers.

Please correct me where the way I deduce my answer if wrong. Thank you!
1) From the question, 'had collapsed' cannot be changed into form of verb tense since it was written in the past perfect. Hence, I have to retain it as it is.
2) I changed "were repairing" to "was being repaired" ----> stumped! I think this is the correct change because it conveys the idea of an ongoing action. However, I don't know the explanation for it; It just sounds right :-D

'were repairing' = past continuous
' was being repaired' = past continuous passive (as advised by tzfujimino)

3) 'had repaired' = past perfect tense
' was repaired' = what tense is this?
