I agree with Opa and David that your sentence is "good"
English and that it might be a good idea to use "speak."
I think, however, that if you came to the United States and spoke
that way to someone, it might sound confrontational.
I would preface my remarks with "May I please."
I also would not use "person in charge." That seems to imply that
the person to whom you are talking is a nobody. (Of course, she
or he may actually be a nobody, but a person should be very careful
in dealing with people like that. Nobody wants to be reminded that
she or he is a nobody.)
So I would prefer something like:
Would it be possible to speak with a manager/ supervisor?
May I please speak with a ....
And, of course, :-D when you say that!
