I am reading an article about African economy.
I have difficulty understanding the sentence below.

Economic growth is not expected to top 3% by much this year.

does this mean that African economy will not be over 3%?
and what " by much year" means...>

Please help me.

The African economy will not grow by much more than 3% this year. Africa is a continent. Which country in Africa are you talking about?

This means that the African economy is expected to grow by 3% and unlikely to grow by more than that
