    Is there any difference in YOU ARE FREE TO SMOKE HERE and YOU ARE FREE FOR SMOKING HERE?

    The first one means it's okay to smoke here.
    The second one means that someone can smoke you here and not have to pay for it. (You would generally not see this version on a sign)

    Just to be a bit more clear - the second one is not at all natural.

    Only the first is likely to be ever said.
