    why does quarrel and barrel have different "a" sounds?

    English writing is not phonetic- we can spell the same sound differently (bed/said/read, etc) and have the same spelling for different sounds (though/enough/bough/cough., etc)

    They also had different vowels in their original language: French. So, we were pronouncing them differently for a couple of centuries before English spelling was fixed in the nineteenth century.
