    Question it read as follows

    In her own room, Miss Polly took out once more the letter which she had received two days before from the far-away Western town, and which had been so unpleasant a surprise to her. The letter was addressed to Miss Polly Harrington, Beldingsville, Vermont; and it read as follows:
    Why is 'read' not in its passive voice? Thanks!

    This is simply one way 'read' can be used.
    It's not the letter reading. It's the way the letters reads to someone.
    Compare the following:
    The scenery looks beautiful. It is not the scenery that is looking. It's the way the scenery looks to someone.
    This fish smells funny. It's not the fish that is doing the smelling ...

    Some verbs just work that way.
    If I can smell A, then A 'smells', even if A doesn't have a nose.
