Question I have a lovely question!

It has the fastest economic growth in the world due to the fact that each city, town and even county have erecting skyscrapers and perfect infrastructure.

I am not sure which one shall I use: has or have. My spell checker tells me it is has, but I don't trust it. Please help. Thanks.

    has been erecting/has erected
