on either sid e is a succession of saloons, dance halls, movie picture barns, and gambling d ens. In other places, not so largely advertised, one may cook a pill of opium or otherwise dally through the lotus hours
I haven't heard of it. But here's another example:

It seems to mean a time when one can simply sit and relax. It sounds like a Chinese expression. But that's just a guess from the context.
