    In the absence of any context, this phrase (not sentence) makes essentially no sense...and quite frankly I can scarcely imagine a context that would make it otherwise.

    Dare we ask for a hint as to the intended meaning, or (gasp) a bit of context?

    Maybe living near the city of Philadelphia makes me suggest "brotherly love" until we do get more context.
