    It's simply a "smiley". If you look at it sideways, it is like 2 eyes with a smiling mouth underneath.

    Normally it would be represented by (2 eyes, a nose and a smiling mouth). This is done by typing a colon, then a dash, then a closed bracket!

    So it simply means that the writer was happy to have written whatever precedes it.
