    not all vs all not

    Please advise if "not all" is the same as "all not".
    eg. They all are not students. vs. The are not all students.

    All can be used as adjective, noun and adverb, so its placement depends on the use. Here it is used as an adjective to qualify the noun students. So it should be placed before it.
