    Well, an open air cafe would be anywhere where you can sit outside and drink, whether it is in a park, on the street, up a mountain......etc.

    A sidewalk cafe (or in British English, a pavement cafe) would specifically be situated on the sidewalk (or pavement).

    This is a terrace cafe, it seems to be on a terrace in an open square, not on a pavement or sidewalk.

    Indeed, there are many sidewalks that can no longer be called such because of the proliferation of these damn cafes.
