I know that an adjective must be followed by a noun.
She is a clever girl.
She is a beautiful girl.
How about the following sentence?
She is beautiful.
In "She is a clever girl", 'clever' is an attributive adjective.
In "The girl is clever", 'clever' is a predicate/predicative adjective.
Predicative adjectives can occur a long way from the noun:
That girl is, by any standards that you wish to apply, clever.
We also have a Governor General, and the US has a Surgeon General.
