    wipe one's tears

    Hello.

She wiped her tears with a handkerchief.
She wiped her tears on a handkerchief.

    Do both sound good?

The second one is not possible, viewed logically. It's not possible. The second sentences mean that she can hold her tears and wipe them on the handkerchief. For practical purposes, people would understand what you really mean to say, but I would advise using a different sentence.

The first one is good and correct. However, I think it could be more common to say "She wiped her eyes with a handkerchief" or "She wiped away her tears with a handkerchief". Yes, I think these two sentences are better.

She wiped away her tears with a handkerchief.

Can I say dried in place of wiped away?

Yes, it's correct - grammatically correct - but I think people usually say "she dried her eyes". One's eyes become wet from tears. Think about this: If there is water on the floor, you would dry the floor, not the water. It works the same way with "tears" and "eyes".

You could say "she stopped crying and her tears dried up", which would mean that she didn't do the drying; the tears evaporated. In the same way we can say "the water on the floor dried up", which also means that the water evaporated.
