    with or without "by"

    Is this sentence ok as it is?

    The Commission continued to expand its role in sport in the 1990s, funding sport-specific programmes such as Eurathlon, and in this manner employing sport to implement socio-economic and cultural policies.

    Or should I add a "by"?

    The Commission continued to expand its role in sport in the 1990s by funding sport-specific programmes such as Eurathlon, and in this manner employing sport to implement socio-economic and cultural policies.

    I like the way the first sentence sounds better. I guess my question is whether the "by" is a must.

    No, 'by' is not a must, but if you don't use it you need the comma.
