    No, I don't think it does. If one only has half a brain, that means one is missing the other half and might not be very smart as a result. This is the first time I've heard of this expression.

    I can imagine someone saying, "At least she's got half a brain, which is more than can be said of her friends." That would be very unflattering to her friends, of course. It would mean she is smarter than her friends, but not necessarily as smart as one should, at least, be.

    Now, if someone said, "She's got a brain and a half", that would mean she's extra intelligent.

    Of course, for this to be practical she would have to have one quarter extra of the right brain, and one quarter extra of the left brain. Otherwise, there might be a certain imbalance.

    Only when used as an understatement. That's totally missing in the original context. The article is about a girl who was born with one hemisphere of her brain missing. So she has half a brain in a literal, physical sense.

    The phrase half a brain can be used to convey that someone is intelligent when it's used with a sense of understatement. For example:

    "So, I hear that kid of yours got his PhD in theoretical physics. I guess he's got half a brain after all."

    That is, I guess he's pretty smart.

    This phrase can also be used in a sarcastic manner, but it doesn't mean that someone is very smart. For example:

    "That test was so easy! Anyone with half a brain could have aced it."

    That is, even an idiot could have gotten a high score.
