Should I keep the second "had"? I think I've already established the past perfect, so the second "had" is not necessary, but I'm not sure.
This case concerned the decision of the Commission to fund European projects seeking to overcome social exclusion.The Commission had submitted a proposal for a Council Decision establishing an action programme to combat exclusion and promote solidarity that was not adopted by the Council. Nonetheless, the Commission had decided to fund 86 projects to combat social exclusion. The United Kingdom of Great Britain and Northern Ireland brought an action for annulment of that decision.
