    i wondered
    how can i now,when we have to use modal verbs like: must,should,ought to, could...and others

    You use them if they are required to express the meaning which you intend to convey.
    You've used an auxiliary "have to" in your question, which could be replaced by 'must'. "When must we use modal verbs?"
    But really, the only answer is that you must learn what they mean, what they are used for, and then use them when necessary - just as you do now with Spanish modal verbs - querer, poder, deber, tener que ...
    Do you have any specific sentences which are not sure about?
